As at least one of you has suggested, I am not too bright.
I have enough money in my account to refund everyone, but I just got an unexpected email from Stripe saying I do not. Why, I don’t understand.1
Since it is Friday afternoon - and Stripe is almost impossible to reach during normal business hours - it is possible that refunds may be delayed.
I’m sorry. Hopefully everything will work next week just fine as I had hoped.
I’m really not trying to keep anyone’s money, I promise.
Dealing with Stripe is like dealing with Citigroup. Mostly a nightmare.

I now think it’s because Substack unlinked my bank account from Stripe when I made the change/ I just relinked it. Hopefully Monday it will all work fine. Hopefully.
